The provider should separate water-supply, tank-mechanism, and drain-path causes. Ask what test will be used before a replacement is proposed.
Before another flush, note whether the tank is full, partly filled, or empty and whether the bowl sits at its usual level, unusually low, or close to the rim. Move the handle once and record whether it feels normal, loose, or disconnected. Do not keep trying if the bowl rises. Check a nearby sink or tub at a separate time only when drainage remains contained, because another affected fixture changes the concern from tank hardware to a shared drain path. If the tank does not fill, note whether other cold-water fixtures work. This comparison creates three useful paths: water is not reaching the tank, the tank mechanism is not releasing water, or the bowl and drain are not accepting it normally. None should be converted into a part order before the fixture is examined.
Tell the provider whether the toilet has recently rocked, shifted, leaked at the base, or been removed for flooring work. Keep those facts separate from the tank complaint. A fixture can have both a flush mechanism problem and an installation issue, and the first visit should not ignore one because the other is easier to see.
Check another fixture without repeating the failed flush

A localized bowl obstruction has limits
Ask what the first attempt includes and what products or tools must be disclosed. If any chemical cleaner was added, stop and preserve the product details before plunging or mechanical work. Ordinary toilet plunging may be appropriate only under safe, product-free conditions and with room below the rim; it should stop if water rises or appears at another fixture. Foreign objects, repeated weak performance, and a known prior repair are useful history. Do not dismantle the tank or remove the toilet to locate an object. A provider can decide whether access through the bowl, trapway, drain, or fixture removal is warranted. The scope should state what happens if the object cannot be retrieved without damage and whether toilet replacement would require separate approval.
A rising bowl is the signal to stop
Do not keep flushing a rising bowl. Avoid chemical drain products in a toilet, especially when later service may involve plunging or tools.
Removal brings the floor and flange into the decision
When a toilet is lifted, the seal, flange, fasteners, supply connection, floor condition, and fixture base become visible at once. Ask whether the estimate includes removal, protection, a new seal and connector when appropriate, flange evaluation, resetting, cleanup, disposal if needed, and final testing. Damage to the floor or a failed flange should be photographed and priced before repair expands. Plumbing work and structural floor restoration may need different people. After resetting, request several flushes while the drain connection, tank, connector, and base are observed, followed by a stability check that does not rely on excessive tightening. Keep the model, changed parts, and any unresolved drain recommendation with the record. A working handle after service is not enough if the bowl still rises or moisture appears at the base.
