Use working fixtures as comparison points
Note which hot and cold taps are affected, where piping passes near exterior walls, and whether cabinets or rooms feel unusually cold. Do not cut, strike, or dismantle the pipe.
Make a simple grid of hot and cold flow at fixtures near the affected room. Check each one once under ordinary use, provided no leak or electrical hazard is present. A bathroom sink with cold water but no hot water, for example, is different from an entire floor with neither side flowing. Note which fixtures share an exterior wall, garage ceiling, crawlspace edge, or other known cold route. Keep the language literal: no flow, weak flow, sputtering, frost visible from the room, or cabinet noticeably colder. Do not take apart an aerator, open a wall, or crawl into a confined space to locate ice. The comparison helps a provider estimate the branch involved and decide where a safe examination can begin. It cannot tell whether the pipe has split or whether a closed valve or unrelated restriction caused the same symptom.
Note exposed runs and cold rooms without dismantling anything

Open flame and uncontrolled heat are not options
Never use an open flame. Avoid heat near combustible materials, wet wiring, or a pipe whose condition is unknown.
Thawing and leak detection belong together
A provider can discuss safe thawing, leak checks after flow returns, and insulation or exposure corrections. Ask what inspection follows the thaw.
A frozen section can hide damage until water starts moving again. That is why a thawing plan should include control of the water supply, continuous observation, and a check of the exposed and concealed route as flow returns. Ask who will monitor the suspected section and what will be done if water appears in a wall, ceiling, cabinet, or lower room. Open flame is never an acceptable shortcut. Improvised electrical heat near moisture, combustible material, or an unknown pipe also creates risk. If the line cannot be reached safely, leave access and heat selection to the provider. Do not leave a warming device unattended. A successful trickle at the tap is not the final result. Record pressure or flow changes, new pipe noise, and any staining during the hours after thawing so the follow-up check addresses more than the original fixture.
Correct the exposure after the line is stable
Once the branch is proven free of leakage, discuss why that section became vulnerable. Insulation alone may not solve a draft, missing air seal, failed heat source, open penetration, or pipe routed outside the intended thermal boundary. Ask the provider to distinguish plumbing changes from insulation, heating, ventilation, or building-envelope work. If relocation or a significant piping alteration is proposed, confirm applicable approval and inspection requirements before finishes hide the work. Keep a cold-weather property note with the affected fixtures, pipe route, indoor temperature conditions, shutoff serving the branch, and photographs before closing access. For future freezes, decide who can enter the property, where the main control is, and how heat will be maintained during travel or vacancy. A prevention plan should be based on this building's observed exposure rather than a generic promise that one product will eliminate freezing.
